TAB Testifies on Broadband Development, Semiconductor Manufacturing at Texas Capitol

Last week, the Texas Association of Business (TAB) had the honor of testifying before the House Committee on State Affairs on two critical topics that are key to Texas’ economic success: (1) expansion of access to broadband and (2) manufacturing of semiconductors in the Lone Star State.

 

Our CEO and President, Glenn Hamer, took the opportunity to underscore TAB’s strong support for House Bill 9 (HB 9), passed by the 88th Texas Legislature, which allocated a historic $1.5 billion to the Texas Broadband Infrastructure Fund (BIF), marking the largest investment in broadband deployment in Texas history. This distribution of funds is crucial in closing the digital divide and helps Texans across the state access dependable internet. Reliable, high-speed internet is vital for various facets of life, including commerce, public safety, rural economic opportunities, critical infrastructure, and educational access. During the hearing, Hamer told Chairman Todd Hunter (R-Corpus Christi) and Committee members:

 

"We're now home to 30 million people. We're growing faster than any other state, both in terms of people and population, and we constantly hear about the importance of the broadband digital infrastructure... As long as the economy keeps roaring and we keep having these great surpluses, we're going to very strongly support increased investment to close and eventually eliminate the digital divide in the state of Texas.”

 

Hamer also emphasized the crucial role of the Texas Semiconductor Innovation Consortium, established through the Texas CHIPS Act (HB 5174), in maintaining Texas’ leadership in the semiconductor industry. With Texas holding the top position in U.S. semiconductor exports for 12 consecutive years, HB 5174 will ensure the state continues to lead in microchip production, design, and manufacturing. In a global market dominated by foreign countries, including China, it is imperative for the U.S. to onshore and “friendshore” as much as possible. Hamer made clear that Texas is currently leading the charge in enhancing U.S. national and economic security by leveraging investments, promoting semiconductor expansion and enhancing expertise at its higher education institutions:

 

“Simply put, semiconductors are in everything. For Texas to remain the top place for investment in the world, it's critical that we maintain our leadership position in semiconductor manufacturing and semiconductor exports. Right now, Texas is number one when it comes to semiconductor exports, and with what we're doing with the consortium, I'm convinced we'll stay that way.”

 

Glenn Hamer's testimony before the Committee on State Affairs underscored TAB's commitment to advancing Texas's economic and technological landscape. By supporting critical infrastructure expansion through broadband development and fostering innovation in the semiconductor industry, TAB is working to ensure Texas remains a national and global economic powerhouse.
